Might be me too, then. I was halfway across a box junction on Marylebone Road yesterday when a taxi changed lanes in front of me and blocked my exit. Rule 174 says: You MUST NOT enter the box until your exit road or lane is clear... which it was when I entered. But explaining that to someone bent on seeing it otherwise is a ballache I could do without.

In the thread title you mention Parking Charge Notice but this was actually a Penalty Charge Notice instead. This is legally enforceable unlike a Parking Charge Notice. The later PCN can lead to a claim against you via the small claims court - Know this because stupid step-son is trying to avoid paying and heading to county court to argue his side... I don't think he realises what impact this will have on him. Annoying that he did not challenge the original parking offence (someone didn't enter his reg on a computer for Parking Eye and he could have had it cancelled)... and then ignored all letters and then the chase up a dept collecting agency.... He's stupid and stubborn.

I just don't understand the mentality of these people.
Why would you ticket a police car, an ambulance, a hearse or a fire engine. All have been ticketed this year whilst the drivers were doing their job.
It's just so nasty, unnecessary and unEnglish. How would these wardens like it if the ambulance took ten minutes longer to reach them when they had suffered a heart attack, because of double yellow lines?
Sorry for ranting but there is a Hebrew word 'Rachmonos'. It means sympathy for someone's situation and not doing anything to harm them whilst in that situation. It is such a positive attitude to have and we seem to have lost it.

I think it happens because stupid little men in suits set them 'targets' which they have to meeet. They're judged on numbers of bookings rather than on the use of common sense.
I've no evidence for the above but it does seem likely. Targets would best be kept for archery and the armed services.

I think I posted on HJ about this years ago. My wife wanted to return an item to Jigsaw in Manchester which used to be in the Triangle (Corn Exchange) so the plan was I'd drop her (parking restrictions) and stay if I could but would move off and come back later. Traffic warden appeared and I started to move/turn around (it was a dead end) and he made clear that I was okay to stay because I was not 'parked'. She came out shortly and we departed, I was in the car and engine running so he said that's not parked.... what about stop-start these days. Also got a PCN in Cambridge (unloading in a restricted area... guilty). Moved car but stopped car to ask traffic warden where best to park. A really good experience (and yes I had got a fine): - I said I'd got a fine and asked where best to park - He shook my hand and thanked me for not being angry and suggested a multi story just along the way for a few hours. He was basically happy to talk to someone not angry at him doing his job. - He said park for a few hours and bring it back and then free for the bank holiday weekend outside the house we were visiting Yes it cost me but it was my fault for a ticket. And I knew I had to move it soon (not that soon!) but thought I'd pay for parking all weekend and not for a few hours. So net cost was probably the same paid for parking/fine in the end for three days. I am glad I made his day. And yes it was him that ticketed my car

I was at Canons Park yesterday picking up The Lad and his girl as trains south of Hemel were replaced by a bus/tube transfer via Stanmore. Glad I'd read this thread and followed it up with a Streetview excursion to refresh my memory of the area. If you exit station on opposite side to the bus stop there's a parade of shops with ample parking where I was able to stop and wait while they settled their bill in coffee shop (I was 25mins late due problems on the M1) and put their stuff in car's boot.

Yes. I would have stopped there if I knew I was parking for a few minutes. But as I knew it was a five second stop .....

He's stupid and stubborn. Wanting your day in court may not be best way of resolving a parking on private land issue but it is an option. If he looses, and he needs to be aware that some District Judges are getting hacked off with time waster's unmeritorious defences in these cases, then provided he pays the judgement and costs immediately it won't (or at least shouldn't) affect his credit rating. There's no such option when the Council has issued the ticket, whether on a car park or an on street infringement like Espada's. If there's no payment or other response the fine increases, is registered as a debt with the Traffic Enforcement Centre and then goes to Bailiffs. By that time a fine that might be as little as £25 with the early payment discount has ballooned to £500+.

What is frustrating for us is the parking fine could have been overturned had he gone back to the admin staff at the NHS centre where he'd parked. But he just ignored it. And the original fine was £35 if paid in 14 days (ignored). He is now claiming he tried to fight the claim but only against the debt collector. He ignored all correspondence with ParkingEye. And it was a trivial thing to overturn because he was allowed to park but someone did not enter his reg on a terminal.
I assume he's going to owe more than £500 to be paid very quickly.
