I know this is in Spanish, but its pretty obvious so worth a look. www.awto.cl/I'm quite impressed to be honest. Its just a shame that the cars will be stolen, hijacked, have bits stolen off them, lost and impounded. Not to mention that in Chile all traffic fines belong to the car, and if you buy the car you buy all outstanding fines also. So goodness knows how they will deal with that. And don't think any logic will apply. If there is not a law written stating that you now have to pay your own fines, even if you got them in someone else's car, then they won't. This is from the country where they tried having Speed Cameras but they were all stolen. And you better believe that the Chileans will rent one and then swap the tyres, brake pads, trim, etc. etc. with the crap from their own car. That aside, its at least showing willing, I guess.
