…oh, and another thing, it could just be a coincidence of course, but none of the group I mentioned has ever had any form of motorcycle or has a bike licence, or has any ambitions to own one. Major shift from “my day” in that respect.

My daughter is 17, she wants to do her car and bike licence at the same time. You still see quite a few people learning to ride a bike where I live.
The bikes available to my daughter now are not safe to mix with modern traffic, too slow, no ability to get out of the way.
The price of modern bikes, as with cars has rocketed. I was looking at a Yamaha touring bike with 900cc motor. 20k€. I bought my bike, GSX-R 750, 11 years ago for a shade over £8k.

I received an email yesterday evening from the company who we insure our EV with. Sign up by Monday 16th October* and we'll give you a 15% discount and an Amazon gift voucher for 60€.
I called them today and asked what the premium for 2024 will be. Without a break in her voice or any sense of irony "Oh! We don't publish those rates until the end of the month" came the reply.
Hmmm, I wonder how much the premium will increase over this year ? It must depend on how many Amazon vouchers they give away plus a multiple of my 15% discount.
* Unless you have seasonal plates all car insurance here runs the calendar year. January is beans and jacket spud month.

So the whole of Germany will be revolting in January if everyone’s premiums rise by 20+%?!

Why ? November you could have a whole shift once all 2024 rates are published. My point was why would anyone commit to an unknown 2024 rate for the sake of a 15% discount. I've seen with my ST some insurers are not offering for next year, some are 30% less than what I'm paying. Not all insurance companies publish their rates so late. It's all a bit of a lottery but asking people to commit to an unknown for 15% discount and an Amazon voucher is a bit of a p**s take.

So, to ask a silly question if I may, if you buy a new car in June can you only buy six months insurance?

Not a silly question, if you buy a new car your policy is updated for the remainder of the year. If you're a new driver you may, or may not, get recognition for the balance of the year for next year.
When I registered my Volvo in November I got SF9 because 9 years is the max no claims in the UK, or was when I exported my car, then I got SF10 in the January. Not everyone gets that. In Germany you get +1 SF for every year unclaimed, I currently have SF 18 with my Volvo. Second and third cars get 'considerations' which increase the SF per car if you stay with the same company. The problem is a company which might be Volvo diesel friendly are very unfriendly to hot hatches or an EV.
