Meh, I think it's a type of person more than a language/nationality thing. Just happens that type of person occurs more often in the English speaking world. But certainly not exclusively so.

And don’t you have to be over 65 to play bowls?

So what phrase do the French use for their people living in non-Francophone countries?
In Israel with a large immigrant population from around the world, there are no 'ex-pats', but anyone coming from an English speaking country is called an Anglo. irrespective of the country of origin. Also the Hebrew for French is remarkably similar for the word for frogs...
