Given stop/start has been around for a decade is this not a function of the vehicle and difficult to determine whether it is down to the driver or a reflection of the state of battery after an extended period of under use ?

Hardly. Stop-start is for waiting in traffic, not sitting at the kerb fiddling with your phone.

There are already rules , which I believe were recently updated, about handling your phone "while driving".
I put "while driving" in quotes as what is categorised as driving appears to include sitting with the hand or park brake & ignition on and the engine off.

It does. There is a law against idling too but nobody to enforce it.

I was walking through the West End a couple of years back in the winter and went past tens of Mercedes S-class limos waiting for customers. Each one idling away.. not great. Probably the same experience in all major cities.
