Previously, I had a Virgin mobile SIM card. It cost me about GBP10/year as I only paid for phone calls I made. This card has been deactivated by Virgin mobile.
Looking online I can only find 1 month rolling contracts which are marketed as PAYG but are not due to a monthly subscription charge regardless whether you use all the 'allowance' or not. This is not PAYG. Does anyone know if a true PAYG SIM card is still possible ? I know it's not the cheapest way to make a phone call though for the number of calls I make/year still works out cheaper than paying a monthly subscription.

Since the rolling contracts typically only cost £10 and give you all the calls and texts you can eat, plus a good data allowance (15GB in the Plusnet example I found) I’m not sure what’s the problem, unless it insists on a UK payment address.

Look at Three. They do packages which you make a single payment and the balance lasts for a year I think.

The reason I don't got for a GBP10/month tariff is because that means me paying a mobile phone company GBP110 per year for nothing. I don't need data, all you can eat SMS or anything else. I just need a UK contact number for the bank and utility companies to reach me on if needed. Maybe get hold of friends/family if meeting up somewhere. The phone is an old repurposed HTC Wildfire S running Android 4 which is no longer supported for most apps so data is pretty much useless and I have my everyday Smartphone for that.

Having said all that there are PAYG phones for less than GBP120 for which I could add a data pack and save my roaming costs. Thanks again for the suggestions !

That's what I do when I go to the US, here though I want to keep the number but not be paying for something I'm not using, only pay for what I do use.
Anyway, thanks all for the suggestions, looks like 3 can give me what I'm looking for.
