After 12 years with my trusty HP PC, the PSU is finally calling it a day. I could go out and buy a replacement though, after 12 years, suspect a new PSU will then trigger issues on the motherboard.
Other than two replacement graphics cards and the need to replace the original hard drive a year or two back it's been pretty reliable. I could build my own but that means more checking and double checking or buy off the shelf for another 12 years.
HP has been reliable for me, we have three in the house now. We also have a Lenovo i5 PC from ca.2017 which is more bother than it's worth. Slow as hell even with an SSD drive and more bother than it's worth inside the case.
Is there something else I should be looking at or do I go i7/AMD equivalent 16GB RAM 1650 graphics card and 500-1TB SSD. It's my desktop PC, odd bit of photo/video editing, streaming, re-imaging my phone from time to time. Not used for gaming or anything so i7 and 16GB memory should see me through the next decade is my thinking. If I can buy one without Windoze 2 (10) the better. What else is out there ? No Apple Macs please.

If I was after a new PC then I want a smaller form factor but would prefer an AMD Ryzen 5xxx of some sort. But the thermals mean it's very tight in an mini ITX style case. To be honest the fact you don't need gaming then a NUC sized device might work for you. I am thinking NUC but a larger version. The next version of Intel's Beast Canyon is out later this year. But for you an Intel NUC11 with embedded discrete graphics might be good enough? Basically laptop hardware in quite a small case. simplynuc.co.uk/11phki7c-shop/

That's something to think about. I prefer a full size case to add drives and change cards, those smaller cases can restrict some of the options. A smaller unit could go in the living room, that would force the issue of me getting my finger out and sorting the Lenovo.
Looking around, now might not be the best time to buy. Prices have jumped in the last year.
I bought my PC 12 years ago it cost around 690€. In the last year two i5 units have been bought at low 600s. Similar machine now is 820€.

If you want a new graphics card for it too then you will pay a premium although you mention an Nvidia GTX 1650 which won't be popular for crypto coin mining.

The HP ended up being very unreliable at startup requiring a yellow sock, blue sock, stand on one foot holding a metal coat hook in one hand while pressing the power button routine. The machine is only used for browsing, streaming, the heaviest workout being to transfer media to a NAS drive for family viewing.
I went for a no brand tower, MSi 320M Pro board, AMD 5 Ryzen with 16GB RAM. The machine comes with 480GB SSD drive, no OS. I repurposed the extra drives and case fan from the HP box. There is now a BlueRay drive and spare DVD drive to think about installing at my leisure. The bonus of Linux being it booted up from the old drives, updated the drivers for the new hardware and that was it. New machine up and running with non of the Windows 11 will it won't it nonsense.
