Apparently we’re about to see the end of ‘introductory discounts’ and punitive renewals. I confess to mixed feelings about this; it’s presented as ‘lower premiums for everyone’ but of course this can’t be true. And, as an inveterate shopper and switcher of insurers, I suspect I’ll be one who loses out — although I may get back the two or three hours a year I spend looking for someone to beat my renewal.
Insurance ought to be just about the purest and best application of market forces, customers pooling their risk with providers expert in assessing and quantifying it. My suspicion is that this is a well-intentioned interference that may inadvertently end up making insurance more expensive.

Businesses don't make changes to benefit a customer unless they will also benefit (or are forced to do so).

If people get themselves organised you may well find certain companies specialise or prefer middle aged drivers of certain, low risk, vehicles leaving the young, hot hatch and performance car drivers out in the cold or possibly more uninsured vehicles on the roads.
Rather than having a blend of risks companies may all rush to the low risk end.
